Abstrakt
W monografii podjęto temat instytucji poczty jako zjawiska o charakterze systemowym, którego znaczenie wykracza daleko poza techniczno-usługowe funkcje komunikacyjne. Autor ukazuje pocztę jako element infrastruktury społeczno-przestrzennej, który przez wieki odgrywał kluczową rolę w integracji terytorialnej, zarządzaniu przestrzenią publiczną oraz organizacji struktur państwowych. Szczególny nacisk położono na analizę funkcji poczty jako narzędzia umożliwiającego łączność centrów administracyjnych z regionami peryferyjnymi, a także stymulującego rozwój układów osadniczych i poprawę dostępności usług publicznych.
Struktura pracy oparta jest na trzech rozdziałach. W pierwszym omówiono współczesne usługi pocztowe oraz uwarunkowania funkcjonowania rynku, ze szczególnym uwzględnieniem napięć między interesem publicznym a mechanizmami rynkowymi. W rozdziale drugim ukazano rozwój instytucji pocztowej w długiej perspektywie historycznej, jako narzędzia transportu, komunikacji i zarządzania – zarówno na poziomie państwowym, jak i lokalnym. W rozdziale trzecim skoncentrowano się na transformacjach sektorów pocztowego i kurierskiego w kontekście cyfryzacji, automatyzacji oraz wdrażania nowych technologii, takich jak komunikacja elektroniczna czy systemy dostaw z wykorzystaniem bezzałogowych statków powietrznych (BSP).
W pracy zastosowano metodę desk research, opartą na szerokim spektrum źródeł naukowych, branżowych i regulacyjnych. Interdyscyplinarna perspektywa badawcza umożliwia uchwycenie złożonej roli poczty jako instytucji spajającej struktury społeczne, gospodarcze i przestrzenne. Zasygnalizowano również kulturowy wymiar oddziaływania tej instytucji – zwłaszcza w kontekście cyrkulacji idei oraz podtrzymywania więzi społecznych.
