Abstrakt

Monografia stanowi kompleksową analizę zaangażowania OBWE w konflikty zbrojne na obszarze poradzieckim w latach 1991–2024. Zdefiniowanie operacji terenowej jako strukturalnego, zorganizowanego w układzie wertykalnym i horyzontalnym narzędzia regulacyjnego OBWE umożliwiło określenie poszczególnych elementów – takich jak misje, biura terenowe, grupy oraz koordynatorzy terenowi – mianem narzędzi regulacyjnych. Wykorzystując narzędzia regulacyjne, OBWE stosuje (celowo kreowane) zasoby w taki sposób, aby doprowadzić do zakończenia konfliktu. Powyższe podejście pozwoliło uporządkować wiedzę na temat możliwości działania OBWE przy zastosowaniu wielokrotnego studium przypadku. W tym kontekście rozstrzygające było spojrzenie na zaangażowanie OBWE jak na proces mający na celu zmianę określonego stanu rzeczy. Zastosowanie teorii cyklu konfliktu pozwoliło wyróżnić, na jakich etapach tego cyklu OBWE wykorzystywała swoje zdolności operacyjne oraz z jakim skutkiem. Konflikt cechuje się dynamiką, a jego intensywność zmienia się w czasie. Koncepcja cyklu konfliktu pomaga uchwycić te zmienne dynamiki. Główne aspekty działalności operacyjnej OBWE, takie jak działania na rzecz utrzymania lub przywrócenia pokoju, wsparcie procesu negocjacyjnego, mediacje, działania na rzecz utrzymania obowiązujących porozumień, weryfikacja ich przestrzegania oraz działania związane z rehabilitacją pokonfliktową, odpowiadają etapom cyklu konfliktu, jednak ich implementacja różni się w zależności od konkretnego przypadku (konfliktu zbrojnego). W tym zakresie nie bez znaczenia pozostają również czynniki zewnętrzne.
