Multivariate Comparative Analysis of Economic Vulnerability in European Union Countries
This monograph presents a comprehensive assessment and classification of European Union countries in terms of their economic vulnerability to shocks, with particular emphasis on the Covid-19 pandemic. The research employs an original Synthetic Vulnerability Measure (SMW) to conduct a multidimensional analysis of economic vulnerability across EU member states during 2018–2023. The study demonstrates that economic vulnerability is a multidimensional phenomenon shaped by economic, structural, institutional, social and health factors. Using cluster analysis, the research identifies four distinct groups of EU countries with different vulnerability profiles: the Nordic cluster characterized by exceptionally low vulnerability, the Continental cluster with moderate vulnerability, the Southern European cluster with high heterogeneity and the Central European cluster with very high differentiation. The study reveals a clear geographical pattern of vulnerability in the EU, with lower vulnerability in northern and western countries and higher vulnerability in southern and eastern regions. A phenomenon of „deferred vulnerability” was observed, showing increased economic vulnerability in most EU countries after 2020. The findings suggest the need for a differentiated approach to economic policy that addresses the specific vulnerability profiles of different country groups rather than implementing universal solutions.
