Abstract

The aim of the article is to identify the condition and barriers to the development of electromobility in Poland over the last decade, and development forecasts until 2030. Problems with the development of electromobility in Poland. Electromobility (electric vehicle, abbreviated as EV), this is a general issue concerning the use of electric vehicles. These are both operational and technical issues regarding EV, but also the infrastructure and technology of charging them. Socio-economic and legal issues become important, especially in the field of regulations regarding the design and production of the generally understood electric transport infrastructure. It has a direct translation of social activity in the area of acquisition and operation of electric vehicles, stimulating the expansion of innovative industry. The Ministry of Energy, following the European Union regulations in the field of “clean energy”, introduces in Poland numerous instruments encouraging participation in the creation of a new innovative economic space. In response to the deteriorating situation of air pollution in Poland, the steadily growing number of cars and the increased demand for energy in road transport, the Government intensified actions supporting the development of EV. This concept was included mainly in three integrated documents contained in the Package for Clean Transport, published by the Ministry of Energy. This is the EV Development Plan in Poland, the National Policy Framework for the Development of Alternative Fuels Infrastructure and the Act amending the Act on biocomponents and liquid biofuels and certain other acts. They define the scope of support for the group of supporters of “pure change”, both organizational and regulatory as well as formal and legal. The author of the article defines the barriers to the dynamic development of the EV market in Poland. In order to precisely identify the level of public interest in the subject of EV and the potential of its development, an analysis of the available research defining the main reasons slowing down the dynamics of EV development in Poland was carried out. On its basis, the proposed remedies were indicated, as well as EV development forecasts in Poland, by 2030. In addition, the author answered the questions about Poland’s position on the international market, internal regulations driving the EV market growth and the opportunity to gain a competitive position on still dynamically developing the electric vehicle production market.
