Geopolityczne znaczenie Morza Bałtyckiego przed i po rosyjskiej inwazji na Ukrainę w 2022 roku

Abstrakt

Jak często Morze Bałtyckie funkcjonowało jako morze zamknięte, kontrolowane przez dominujące mocarstwo, a jak często jako otwarta przestrzeń żeglugi międzynarodowej? Niniejszy artykuł próbuje odpowiedzieć na to pytanie poprzez analizę ewolucji geopolitycznego znaczenia Bałtyku przed i po rosyjskiej inwazji na Ukrainę w 2022 roku. Wykorzystując jakościowe metody komparatystycznej oraz długookresową perspektywę historyczną, opracowanie opiera się na dychotomii mare clausum i mare liberum (Selden, 1635; Grotius, 1609), stanowiącej ramę analityczną. Wyniki badania pokazują, że wbrew pozorom przekształcenie Bałtyku w „akwen NATO” (NATO-lake) po akcesji Finlandii i Szwecji do Sojuszu na skutek ataku Rosji na Ukrainę, to nie novum, a raczej powrót do modelu, który dominował w przeszłości. Spośród 9 zidentyfikowanych faz geopolitycznych, aż w 6 Bałtyk funkcjonował jako mare clausum. Obecna militaryzacja regionu, rozszerzenie obecności NATO oraz ograniczenie wpływów Rosji potwierdzają ten historyczny trend. Wnosząc wkład w badania geopolityczne, artykuł pokazuje też że adekwatność stosowania teoretycznych typów archetypicznych jako kategorii współtworzących ramy analityczne umożliwiające eksplorację i eksplanację fenomenów geopolitycznych.
