The second part includes the analysis of statistical data on human resources for science and technology in the European Union. The third part describes the level of innovation economies on the basis of the data contained in the Innovation Union Scoreboard (IUS). Economy with above-average level of participation of human resources for science and technology in the active population show a much better indicators for innovation. Countries with low levels of innovation, including Poland, must take action to build a dynamization of innovative potential in the form of human resources for science and technology. Without a sufficient quantity and quality of human resources for science and technology it is impossible to build an innovative, modern economy.
