Abstrakt

Reformy funkcjonowania samorządu lokalnego wpisują się w nurt zwiększenia efektywności sektora publicznego. Oprócz zmian funkcjonalnych, dotyczących np. zwiększenia elastyczności i samodzielności organizacyjnej, reformy te często dotyczą zmian struktury terytorialnej. W ostatnim 30-leciu przez świat przetoczyła się fala konsolidacji jednostek. W efekcie, motywowany ekonomią skali, trend zwiększania wielkości jednostek samorządowych jest najpowszechniejszą metodą reform strukturalnych. Artykuł realizuje dwa cele – pierwszym jest charakterystyka specyficznej kategorii takich działań, polegających na fuzji dwóch szczebli samorządu lokalnego – gmin miejskich (city) i powiatu (county). Drugim celem jest próba oceny takich działań przez pryzmat uzyskanych efektów. Artykuł opiera się na analizie raportów z badań ex-post skutków takich reform z wielu krajów świata. Wyniki analizy nie dają jednoznacznej odpowiedzi, że działania konsolidacyjne przynoszą zakładane przez reformatorów skutki.
